Evanston's Reparations Program: A First-of-Its-Kind Initiative
Established in 2019 and launched in 2021, Evanston's Local Reparations Restorative Housing Program is a pioneering effort to address the city's history of discriminatory housing policies. The program provides $25,000 payments to Black residents who were at least 18 years old between 1919 and 1969 — or their direct descendants — who were harmed by the city's ordinances and policies. Additionally, all residents who faced housing discrimination after 1969, regardless of race, also qualify for the program.

DOJ's Challenge: A Threat to Racial Equity
The DOJ's challenge argues that the program unconstitutionally distributes public benefits based on race. Assistant Attorney General Harmeet Dhillon stated in the filing, 'There are sound ways for a city to remedy past discrimination or direct resources to its most vulnerable citizens and neighborhoods... Simply handing out money based on race, however, is not the answer.' This move has sparked concerns that it could set a precedent for other cities and states to follow suit, potentially shutting down similar reparations initiatives.

Supporters of the Program Speak Out
Evanston Mayor Daniel Biss expressed confidence in the program's constitutionality, stating, 'We stand behind our first-in-the-nation reparations program.' Supporters argue that the DOJ's intervention could have far-reaching consequences for racial equity initiatives across the country. Cities and states like Chicago, California, New York, and Maryland are developing similar programs, which could be impacted by this challenge.
